Project Description
MIGA is considering a guarantee for a EUR‑denominated non‑shareholder loan facility to The National Gas Transmission Company Transgaz S.A. (Transgaz) that will finance investments supporting Romania’s decarbonization and energy transition. The proceeds will be used to finance the development, construction, expansion, and management of a portfolio of gas transmission pipelines and compressor stations across Romania (the Project) consisting of up to six compressor stations (Podișor, Bibești, Jupa, Coroi, Vințu, Onești) and up to seventeen natural gas pipelines (Recaș –Horia, Ghercești – Jitaru, Tântăreni – Turceni, Hurezani – Turburea, Mihai Bravu – Silistea, Prunișor – Orșova – Băile Herculane – Jupa, Tetila – Horezu – Râmnicu Vâlcea, Lugasu – Huedin, Segarcea – Băilești – Calafat, Săușa – Azomureș Târgu Mureș, Romania – Serbia Interconnection, Ghergheasa – Focșani, Bordoșiu – Coroi, Horia – Borș, Șendreni – Onești, Botorca – Băcia, Gherăești – Siret). Transgaz is a state-owned technical operator of the national gas transmission system in Romania, with a 14,000 km pipeline network and a transport capacity of 30 billion m³.
The Project is intended to strengthen Romania’s gas transmission system and improve the security of supply for households and businesses across the country. The investment program comprises several components that collectively modernize existing infrastructure, expand system capacity, and enhance cross‑border connectivity. Upgrades to existing compressor stations will serve two purposes: (i) extending the operational life of aging assets to maintain reliability without increasing capacity, and (ii) expanding capacity where required to meet growing demand from residential, industrial, and power‑sector consumers. New and upgraded interconnectors within the national network will improve the flow of gas across regions, reduce bottlenecks, and enhance supply flexibility. Additional investments will expand local gas supply to communities and industrial users.

The Project has been categorized as category A under the MIGA’s Policy on Environmental and Social Sustainability. The environmental and social review summary (ESRS) will be disclosed at least 60 days in advance of Contract issuance.

Development Impact
The Project is expected to deliver meaningful development impact by supporting Romania’s long‑term decarbonization and energy‑transition objectives. Romania’s Integrated National Energy and Climate Plan outline ambitious targets, an 85% reduction in GHG emissions by 2030 (relative to 1990 levels), 96% by 2040, and climate neutrality by 2050, and calls for the retirement of nearly 5,000 MW of lignite and coal‑based generation by 2032. The expansion of the national gas transmission network will enable the replacement of these high‑emission plants with cleaner, more efficient gas‑fired capacity, which is critical to maintaining system stability as the country scales up renewable energy sources.
The Project is also expected to strengthen Romania’s energy security and economic resilience. By increasing transmission capacity and enhancing the resilience of the National Transmission System, the Project will improve the security of supply for households, businesses, and public institutions, and help unlock new investment in modern generation facilities that depend on predictable access to fuel. The upgraded network will support expanded access to gas, support industrial competitiveness, and reinforce regional interconnections.
