Japan Deepens Partnership with MIGA to Mobilize More Private Capital for Developing Countries Through Guarantees

Collaboration will expand support for fragile and conflict-affected situations and energy-transition projects in emerging and frontier markets.

Washington, April 27, 2026 — The Multilateral Investment Guarantee Agency (MIGA), home of the World Bank Group Guarantee Platform, and the government of Japan have partnered to increase private investment into fragile and conflict-affected situations and energy-transition projects in emerging and frontier markets.  

Japan has agreed to contribute nearly $20 million in additional funding to MIGA trust funds that enable political risk insurance and trade-finance guarantees in some of the world’s most challenging markets.  The contributions include $10 million to the Support for Ukraine’s Reconstruction and Economy (SURE) Trust Fund, which counts Japan as a founding contributor. Japan has previously contributed $46 million to the SURE Trust Fund, underscoring its strong and sustained support for the facility. Norway, the United Kingdom, the United States, and Belgium are also contributors to the fund. Since Russia’s invasion of Ukraine in February 2022, MIGA has issued $561 million in new guarantees in the country.  

Tsutomu Yamamoto, Managing Director of MIGA, said: “We are delighted to strengthen our partnership with Japan, a valued development partner for MIGA and the World Bank Group. This funding will enable us to extend our reach in fragile and conflict-affected situations at a time when urgent action is needed, both at speed and at scale, as well as to critical renewable-energy projects in emerging and frontier markets that would otherwise struggle to attract the financing they need to achieve impact.”

"We are delighted to deepen our collaboration with MIGA and the broader World Bank Group, which offers both the partnerships and the financing solutions needed to mobilize private capital for public good in the world's most challenging markets. Japan is MIGA’s second-largest shareholder and the largest contributor to MIGA’s trust funds, both in terms of amount and the number of trust funds.” 

Japan will also contribute to the Renewable Energy Catalyst Trust Fund and the West Bank and Gaza Investment Guarantee Trust Fund. Across all these funds, donor financing underpins guarantees, enabling private capital mobilization in projects where it is most needed.
