David Savage

David Savage is MIGA’s Manager for Operations Strategy and Acting Head of Portfolio Management, driving the World Bank Group’s efforts to scale guarantees, strengthen portfolio performance, and unlock private capital where it’s most needed. He coordinated the creation of the WBG Guarantee Platform and is steering MIGA’s strategic and operational shifts to expand impact across its global portfolio.

With more than 25 years of hands‑on experience across Africa and Asia, David has delivered major fiscal reforms, service‑delivery transformations, and complex institutional change. Before joining MIGA, he served as Head Official of the Western Cape Provincial Treasury, where he managed the province’s budget, led its COVID‑19 fiscal response, and delivered its best‑ever audit outcomes. Earlier, he directed South Africa’s Cities Support Program, modernizing urban financing, planning systems, and governance to position cities as engines of economic growth.

David has advised governments in over a dozen countries on fiscal frameworks, infrastructure finance, water and urban reform, and politically sensitive system overhauls. He holds degrees from the London School of Economics and the University of Cape Town, is a Chevening Scholar, and has published on fiscal policy, governance, and climate finance.
